After a long process of negotiations between government authorities, the June 26, 2012 in Brussels (Belgium) at the headquarters of the Council of the European Union, was signed the Free Trade Agreement between Peru, Colombia and the European Union. As we know it is intended to contribute to wide open markets and generate new opportunities for trade and investment that will substantially increase exports and to strengthen relations between the EU and these countries. However, this Agreement is intended not only to expand the opening of markets, but also increase the stability and predictability of the environment and trade activities. It is based on respect for democratic principles, fundamental human rights and social responsibility which support sustainable economic development. Currently, there are negotiations of similar agreements with Bolivia and Ecuador to complete with all countries that are part of the Andean Group, which undoubtedly will provide benefits for both regions.
Bearing in mind this decision , given the size of the market and the challenge for both the authorities, companies and organizations involved for the achievement of its objectives for the benefit of the population, a group of professionals in economics, law, engineering and other professions considered at previous meetings and before the signing of agreement, the desirability of contributing to the purpose of constituting on the date of signature of the Treaty, an organization or vehicle to contribute and involve in facilitating their participation in the development process and implementation of the Agreement from Peru.
With this purpose met in Lima, the MA Econ. Juan Angel Candela Gomez de la Torre, an expertise in the international banking sector, international financial institutions and local banks, direction and management of state agencies and in consulting and promotion of private sector projects, Attorney Cesar Zavala. VDG Director and Cesar Candela Jara, Lawyer, VDG Associate and formalized in principle the establishment of the Chamber of Commerce and Industry of the Peru-European Union SAC, as an organization, being able in the future to change its legal form to one that suits better to the process.
Its mission is contribute to the objectives achieve of the Free Trade Agreement between Peru and the European Union, through the provision of information, consultancy, legal and administrative services to businesses, government agencies and organizations directly or indirectly involved in the implementation and development of the Treaty, for effective and efficient participation in the development of its activities related to it.
MA Econ. (Manchester) is currently Managing Director of Peru Investments and Business Development SAC and the Peru-European Trade & Industry Chamber and Director of Geomatica & Saneamiento SAC. He is also a Member of the Competition Tribunal of INDECOPI, the Peruvian Competition and Intellectual Property Rights Defence, a Peruvian public entity. He has recently been a Member of the Agrobanco Board of Directors Advisor at SUNARP and General Manager of COFOPRI, two institutions related with the land and real property consolidation.
He has also been related with medium size private companies as Consultant and Project Developer. He has 30 years of business experience. He graduated as Master of Arts in Economics in the University of Manchester, England in 1984. He is also Economist at the Universidad Nacional Mayor de San Marcos, Peru. His mother tongue is Spanish and manages the English language.
International, national and regional experience in direction, managing of institutions, and project appraisal, formulation and development with master training in economics, finances and economic and social development are Mr Candela best qualifications. Mr Candelaâs knowledge of the national and international context, public a and private business, his experience and relationships to others professional and institutional leaders, facilitate him the scope of the objectives of his professional work.
He has been Regional Manager of Planning, Budget and Territory Ordering for the Gobierno Regional de Lima from January 1, 2003; General Manager of the Regional Government, General Manager of the Cachi Project and Director of AGORA Program with the European Community during the period 2004-2006, all of them carried out in Ayacucho. He has also been Director of the Infrastructure Project for Education named for the Regional Government of Tacna. He was lecturing in the Advanced Finance and Project Design and Appraisal Lecture in the Post Graduate School of the Universidad Nacional Federico Villarreal in Peru. In recent years,, he was performing as Development Vice President of Promotora de Proyectos SAC, a Peruvian engineering consulting small company related with the energy and mining industries. He searched and made market studies for that company. He prepared it for being competitive and to be able to negotiate and to sign cooperation agreements with foreign companies for developing projects in Peru, in both the public and the private sectors. In addition, he has carried Contract negotiation for the company to develop electric transmission and distribution projects and to make electric tariffs and investment studies.
In general, his recent experience and professional works are referred to the consultancy for Peruvian and foreign companies. They include the restructuring program design for companies like Indalsa and FAM Peru, ACM Servicios Industriales SRL and Promotora de Proyectos SAC. From 1995 up to date he has also evaluated the situation of energy cogeneration in the sugar-bowl industry and prepared energy generation and electric transmission, tariff and investment studies. These studies have been made for American and Peruvian companies looking for investment opportunities and project development like IMS Inc. (Washington), Piedmont Chemical Industries (North Caroline) and Indeck International Inc. (Illinois). His recent works are corporate financing studies, including new financial products and Peruvian energy and mining business activities.
Mister Candela has undertaken Post Graduate studies in Economic, Money, Finance and Banking in International Studies Institutes. These include Post Degree Studies in Economic Development at the University of Manchester England. He acquired professional experience in the Central Reserve Bank of Peru, having made and monitored finance and monetary studies for that institution. He began his career as analyst, and then Department Chief, Manager and finally Director of the Central Bank elected by the Senate of the Republic of Peru.
Topics referred to the industrial integration in the Andean Community and saving policies for economic development are part of his published macroeconomics studies. He also wrote a paper about the Informal sector and the competition defence policy for the OECD Competition Meeting held in Paris I February 2009.
In the academic area he has been lecturer in economics in private and state universitie in Peru.
He has performed important top-level functions in several financial institutions of his country and International Financial Institutions. In Peru, Mr Candela professional past work has been developed as Director of state companies and financial institutions like Inversiones COFIDE, COFIDE, PETROPERU and the Banco de la Nacion, where he was Executive President.
He performed Peruvian Government designations as its Representative. As such he participated actively in international events and international organization meetings like the International Monetary Fund, the World Bank and the Inter-American Development Bank. These performances include those at regional level in the Latin American Reserves Fund. In all of them he participated in debates and agreement formulation to improve national and regional economy. He has also experience in the design of national planning and managing of macroeconomic structural adjustment programs.
In the international Banking system, he was member and Executive Vice-president of the Bank Boards as the Eurolatinamerican Bank, The Foreign Bank of Spain and the Andes and Arlabank. He had an active participation in works, discussions and debt negotiations and debt agreements rescheduling. These activities covered different countries of the Latin-American region. These include bank policies and economic and financial restructuring programs.

Mr. Zavala is a lawyer graduated from the Universidad de Lima and has a Masters in Public Policy and Management from the Universidad Carlos III (Spain), in agreement with the USMP Government Institute. He is member of the Lima Bar Association and holds Diplomas in Government Management, Public Management, Public Procurement and Administrative Law. During his career, Mr. Zavala has been an attorney for Insurance and Reinsurance companies, a consultant at the Congress of the Republic (2000-2006), S ecretary of the Council of Ministers at the Presidential Office (2006-2011) and Member of the Board of Directors of the Peruvian Corporation of Airports and Commercial Aviation, CORPAC (2009-2011). To date, he is an external consultant for various public entities.
Mr. Candela is a lawyer graduated from the Universidad San MartÃÂ® de Porres and has a Masters in Public Policy and Management from the Universidad Carlos III (Spain), in agreement with the USMP Government Institute. He is a member of the Lima Bar Association and holds Diplomas in Public Tenders, Administrative Law and Public Management. During his career, Mr. Candela has worked for law firms such us the Estudio Ferrero Abogados, in the areas of Administrative Law, Tax and Mining (1995-2000). He has also been advisor to the Committee on Oversight and Control of Congress (2000-2005), advisor to the Secretariat of the Council of Ministers at the Presidential Office (2006-2011), and member of the Supervisory Body of State Contracting-OSCE (2009-2011). As part of his teaching experience, he has been a Professor at the Officers School of the FAP (Peruvian Air Forces) and the Postgraduate School of the Universidad de Lima. To date, he is an external consultant for various public entities.
